MARRIAGE LICENSES
Couples contemplating marriage are advised that they must apply for a license prior to the ceremony. Application is made in the town where the bride lives. If the bride is from out-of-state, application is made in the town where the groom lives. If both are from out-of-state, apply in the municipality where you are getting married. The bride, groom and one witness (18 years of age or older, related or not related) must appear in person to complete the application; it cannot be done through the mail or faxed. From the time the application is filed, the couple must wait 72 hours before they can come back to pick up the license. If the bride and groom apply separately, they would each have to be accompanied by the same witness; the 72 hour waiting period would begin with the first applicant. In Mendham Borough, no identification is needed to apply. If there are any prior marriages, the applicant must show the Clerk his/her divorce papers. The fee, payable either when applying or when picking up the license, is $28.00, cash or check (payable to Mendham Borough). Once the license has been given to the couple, it must be used within 30 days. The day of the wedding, the couple will be given a pink carbon copy of the license. If certified copies (equal to originals) are needed, they can be obtained, for a fee, from the Registrar of the municipality where the wedding took place. Index

SOLICITORS
Any door to door solicitors who are selling a product or service, even if they do not have that product with them and/or are not asking for payment at that time, must register with the Clerk. The applicant will be asked to submit an application (file included) along with two passport sized photographs and a $50 fee, cash or check (payable to Mendham Borough). He/she is then required to make an appointment with the Police Department to be fingerprinted for a background check; there is a $15 fee for the background check. It takes approximately two weeks for the check to be completed. When the Clerk has received approval from the Police Department, the applicant can pick up a solicitor's badge ($10 deposit required) during business hours. All charitable solicitors must present their credentials to the Borough Clerk and register the names and addresses of their canvassers with the Police Department. Index

RAFFLES
Raffles can only be conducted by an organization that has registered with New Jersey's Legalized Games of Chance Control Commission (LGCCC). Each registration is valid for two years. During that two year period, any registered group wanting to hold a raffle (Tricky Tray, 50/50, drawing for prizes, wheels, rub-off tickets, "calendar") must get approval from the municipality and LGCCC. Applications can be obtained at the Clerk's office. After municipal approval is granted, at a Borough Council meeting, the application and fee are forwarded to LGCCC for their approval. This will take at least two weeks. Apply for raffle licenses well in advance of the date of the raffle. Index

BANNERS
Organizations that benefit the Borough are eligible to hang banners across Route 24 to advertise their programs. There is a one week maximum "hang time" and all requests must be approved by the Borough Council and the County Board of Freeholders. Applications (file included) should be filed at least one month before the requested time period. Index

STANDARDS FOR ROAD BANNERS
  1. Maximum dimensions: 36" height x 20' length
  2. Maximum area: 60 square feet
  3. Banner to be constructed of heavy canvas, oil cloth or weather-proof material. Paper banners will not be accepted.
  4. Wind holes should be constructed into the banner.
  5. ROPE: Two lengths of good grade, minimum 3/8" diameter rope, 75 feet in length shall be securely sewn into both the top and bottom of the banner or Metal eyelets shall be incorporated into the banner, one at each corner and one at the center, top of the banner for a total of five. Inside diameter of eyelet to be less then 1 inch. Two lengths of 3/8" diameter rope, 75 feet in length. CLOTHES LINE IS NOT ACCEPTABLE

BUILDING USE REQUESTS
Borough buildings are available for use by organizations that benefit the community. They cannot be used for private or for-profit events. Call the Borough Clerk (543-7152) for information on scheduling and availability. All building use requests involving the consumption of alcohol must be approved by the Borough Council.

Garabrant Center - The Garabrant Center can hold up to approximately 100 people and is equipped with a kitchen.

Phoenix House - The Phoenix House is usually used for a group social function since its' space is limited and the layout is not favorable for meeting situations.

Carriage House - The Carriage House, located in Borough Park, has just been opened to small groups. It's space is very limited, but ideal for informal coaches' meetings. Index

PARK USE REQUESTS
The Borough's parks are public property, open for use by anyone. Community groups requesting fields for a specific date should contact the Recreation Department (543-2610). For community groups requesting a particular area of a park for a specific social event, contact the Borough Clerk (543-7152). Reservations are usually made by groups having a significant number of participants who will be using the area for an extended amount of time. All park use requests involving the consumption of alcohol must be approved by the Borough Council. A Certificate of Insurance is required for all groups requesting a park reservation. Index

VOTER REGISTRATION
Voters should register:
  1. When they turn 18 years of age;
  2. When they have moved from a different County or State;
  3. If they have changed their name.

Voter registration forms can be obtained from the Clerk in the Phoenix House. These simple forms are self-explanatory, pre-addressed and pre-stamped. In order to be able to vote in an election, a resident must be registered at least thirty days before that election. A Morris County registered voter that has re-located within the County can complete a "Change of Address" form and need not re-register. Index

ABSENTEE BALLOTS
Applications for absentee ballots can be obtained from the Clerk in the Phoenix House. Registered voters complete the pre-addressed request and mail it directly to the County Clerk. The request must be received in the County Clerk's Office at least seven days prior to the election. They will then send the voter the actual ballot to be completed and returned by Election Day.
